Jammu: Divisional Commissioner, Dr Raghav Langer today reviewed the implementation and annual achievements of flagship beneficiary oriented schemes, here at a meeting with the Heads of Departments and Deputy Commissioners of Jammu division districts.

The Div Com reviewed in detail the achievements made in the districts  under each scheme being implemented by the Rural Development Department, Panchayati Raj, Urban Local Bodies, FCS&CA, Agriculture, Horticulture, Social Welfare, Sericulture, Health & Family Welfare, School Education, KVIB, Industries and Commerce, EDI, ICDS, Handloom & Handicrafts, NRLM, Fisheries, Animal Husbandary, Sheep Husbandry etc.

The Heads of Departments gave a detailed presentation on the respective schemes and apprised the Div Com about the latest status.

While reviewing schemes of the Rural Development Department, the Director informed that the department is implementing MGNREGA, Awas Plus and PMAY schemes. He said that the department has generated 235.31 lakh mandays under MGNREGA in the financial year 2021-22 .

The Div Com asked the department to ensure clearance of the material liabilities within the current financial year.

Regarding PMAY, it was informed that a total 75119 houses have been constructed under the scheme so far. The Div Com underlined the need to fill the gaps between the 1st, 2nd and 3rd installments to facilitate the beneficiaries.

While reviewing the implementation of the Industries schemes, it was informed that the department has sanctioned 2002 cases in the current year providing employment to 6587 persons, while 148 industrial Units were provided Incentives under Central Package during the same period, including 100% subsidy on Comprehensive  Insurance Policy.

Similarly, the Deputy CEO KVIB informed that the Board sanctioned 2242 cases under PMEGP and 376 under Jammu and Kashmir Rural Employment Generation Program.

While reviewing performance of social welfare department the Director apprised the Divisional Commissioner that under social security schemes over 63411 cases have been sanctioned this year including Old age pension, disability and widow pension whereas the department has also sanctioned over 88255 cases of scholarships in the districts of the division under pre matric and post matric categories. 

The Div Com exhorted the officers to work in a missionary mode so that benefits of the department schemes aimed at upliftment of weaker sections, old and infirm, differently abled persons and students percolate down to the masses. He also stressed on the need to sensitize ZEOs, CEOs regarding scholarship schemes and to ensure that no eligible beneficiary is left behind.

While reviewing the implementation of the Agriculture schemes it was informed that more that 48.27 lakh farmers provided installments under PM KISAN scheme in the division while 5.83 lakh farm operating families have been registered this year under PM KISAN and over 40037 under Pradhan Mantri Kisan Maandhan Yojna (PM-KMY).

Under the Kisan Credit card scheme 18556 farmers were provided with loan facilities.

Taking note of pending Adhaar seeding the Div Com instructed the concerned to ensure 100% Adhaar seeding of Kisan Credit Card holders and the beneficiaries of Pradhan Mantri Kisan Samman Nidhi (PM-KISAN).

While reviewing performance of Handloom & Handicrafts department it was informed that 690 cases have been sanctioned by banks for loan under credit card scheme for Artisans and weavers in handicrafts and handloom sector while 237 under Financial Support Scheme for Cooperatives and 121 cases sanctioned under weavers MUDRA scheme.

While reviewing progress of Fisheries department schemes Joint Director Fisheries informed that the department has provided financial support to 498 beneficiaries under PMMSY for construction of Low Cost Houses units, 21 for trout ropeway while Livelihood/Nutritional Support provided to 3650 beneficiaries.

While reviewing progress of schemes of Urban Local Bodies department the Director informed the Divisional Commissioner that Individual Households latrine (IHHL) under Swachh Bharat Mission scheme for Citizens of Urban Local Bodies (ULB) the department has constructed 18803 toilets while 166 community/public toilet complexes have been constructed under Swachh Bharat Mission and 3132 cases have been sanctioned under PMSVANidhi Scheme.

While reviewing Jammu & Kashmir Rural Livelihoods Mission it was informed that over 5757 Self Help Groups have been formed in the districts of the division in the current year while 2668 groups have availed the RF from the mission.

The Div Com said that these flagship schemes are aimed to improve the living condition of poor people in the UT especially in rural areas. “The schemes specifically envisage providing employment and living shelters to the poorest of poor, therefore, the implementing agencies must focus on their implementation in the right spirit of these programmes,” he added.

He called upon the concerned officials to put in dedicated efforts to ensure 100 percent saturation of the Beneficiary-Oriented schemes in the districts with special focus on achieving cent percent coverage. 

He stressed on the Officers to take comprehensive measures to reach out to all eligible beneficiaries, besides making the Welfare schemes easily accessible to the people so that maximum eligible beneficiaries can reap the benefits.

The Div Com also instructed the DCs to closely monitor the implementation by holding regular review meetings. He also instructed them to resolve the issues, if any, to realize optimal results.

The meeting was attended in person by the Directors of FCS&CA, Industries, Horticulture, Sheep Husbandry, Social Welfare, Rural Development Department, Urban Local Bodies, School Education Department besides senior functionaries of Health, Sericulture, Agriculture, Animal Husbandry, NRLM, KVIB, Fisheries and other concerned departments while all the Deputy Commissioners of Jammu division along with District officers participated in the meeting through video conferencing.
