Special Training Programme For Juvenile Justice Act held at DPL Srinagar

Srinagar, May 03: Special interaction- cum- training Programme for police officers of  District Police Srinagar was held today at DPL Srinagar. SSP Srinagar Imtiaz Ismail Parray was the chief guest on the occasion.

Chairperson CWC (Child Welfare Committee) Munazah Gulzar attended the programme as a special guest. DySP Hq Srinagar, Senior Prosecuting Officer DPO Srinagar, Prosecuting officers & Juvenile Justice officers of various Police stations including  SHO’s participated in the event.

Senior PO DPO Srinagar, Zia-ur-Rehman presented the welcome address and threw light on the importance of Juvenile Justice Act and consequent responsibilities of Police to implement this law in letter and spirit without procedural lacunas.

Prosecuting Officer Danish Gul discussed Juvenile Justice Act in detail. He said that Juvenile Justice Act has been drafted with a focus on adopting “reformative approach” in dealing with delinquent juveniles and to provide cover to the juveniles who are in conflict with law and  to uphold various UN conventions on Juvenile Justice and basic human rights.

He touched almost all the aspects of policing viz-a-viz juveniles and various legal parameters involved while dealing with such cases. The juvenile in conflict with law, he stressed shall be dealt in a child friendly manner and home like environment is to be provided by the designated juvenile police officers in civvies.

Speaking on the occasion, chairperson CWC Munazah Gulzar said that Juvenile Justice Rules have been made not only to provide protection to the juveniles who are in conflict with law but also for those in contact with law. She said that it is the responsibility of the police officer to ensure protection of the juvenile in conflict or in contact with law. She revealed that JJB (Juvenile Justice Board) has been constituted to look into legal issues related to juvenile delinquents. She stressed for the coordination and cooperation among different stake-holders like Police, CWC, Judiciary in dealing with the juveniles in conflict with law as well as in contact with law.

SSP Srinagar Imtiaz Ismail Parray speaking on the occasion said that the first contact which a juvenile in conflict with law faces is police & it is the responsibility of police officer to ensure protection of the juvenile in compliance with all the legal parameters pertaining to juvenile justice. A humanitarian approach needs to be adopted for such juveniles, which are important to reform them and segregate them from the criminals. He stressed upon officers to follow proper legal procedures and said that modalities are to be worked out in this regard as juvenile justice is not only part and parcel of our duty but social obligation.

Senior PO DPO Zia-ur-Rehman thanked the participants and said that mission of the Juvenile Justice Act is to provide relief to the juveniles in conflict with law as it is presumed that Juveniles are immature.
