Pahari speaking educated unemployed youth allege delay in issuance of PSP certificates

Srinagar: Educated unemployed youth of frontier Tehsil Uri in  Baramulla district are up in arms against the local administration alleging unnecessary delay in issuance of Pahari Speaking  Person (PSP) certificates to the youth of the community, thus depriving them of benefits of reservation in fresh recruitment drive.

The unemployed youth have filed a complaint with Lieutenant Governor demanding his personal intervention into the matter.

Youth-Coordinator, Jammu and Kashmir  Right to Information Movement Naveed Bukhtiyar who filed the complaint said, “The concerned Tehsildar Uri and other revenue officials are not issuing reservation certificates to the  Pahari Speaking People on the pretext that their identification is mandatory by  concerned Lambardar and Chowkidar which is against law and the Reservation Act 2020.”

“Before 2019, Identification of Phari Speaking People was being done by members of Phari advisory board who were appointed by General Administration Department (GAD) and the board has been dissolved,” he said.

He further said that last year the Social Welfare Department empowered the Tehsil Offices for issuance of PSP certificates but they are now being denied the same identification.

He urged the Lieutenant Governor Manoj Sinha to issue necessary directions to the administration especially the revenue department to issue PSP certificates to the members of Pahari community who have been brought under a separate reservation category in April 2020.

He said that the needless delay in issuance of these certificates is bound to affect thousands of candidates who may suffer and lose their chances in the fresh recruitment initiative taken by the government.
