The order was issued on the direction of Lieutenant Governor Manoj Sinha.

The six-member committee will be chaired by the chief executive officer of the Jammu and Kashmir e-governance agency (JaKeGA), while the state informatics officer of the national informatics centre (NIC), J-K, will serve as a member.

According to the order, the assistant inspector general (AIG), administration, at the ACB headquarters will act as the single point of contact (SPOC) for the committee.

The TAC has been tasked with submitting its report to the Information Technology Department within 45 days from the date of issuance of the order, the order said, adding that the member secretary will coordinate meetings and ensure timely appraisal and vetting of documents.

The committee’s terms of reference include examining and vetting the detailed project report (DPR) from technical, financial, administrative, legal and operational perspectives. “It will also assess whether the project’s objectives, scope, deliverables, timelines and expected outcomes are clearly defined, realistic and aligned with approved policy frameworks,” it said.
