JAMMU: The State Level Sanctioning Committee (SLSC) of PM–Rashtriya Krishi Vikas Yojana (PMRKVY)lead by the Chief Secretary, Atal Dulloo, today approved the proposed Annual Action Plan (AAP) of ₹289.16 Cr for FY 2026–27 aimed at accelerating agricultural transformation, enhancing farmers’ income and strengthening food and nutritional security across the Union Territory.
The meeting, besides ACS, APD was attended by the Commissioner Secretary, SWD; Secretary, Tribal Affairs; Secretary, Revenue; MD, HADP; Secretary in I&C; Director, Resources and other HoDs of the APD.
The Committee cleared a total proposed outlay of ₹28,916.75 lakh to be forwarded to the National level PAC for its allocation under (PM-RKVY) for implementation of multiple flagship components during the financial year 2026–27 against a ceiling of ₹23113 lakhs by GoI to J&K.
The approved schemes include Agriculture Extension (ATMA), National Food Security & Nutrition Mission (NFSNM), Mission for Atmanirbharta in Pulses, National Mission on Edible Oils–Oilseeds (NMEO-OS), Mission for Integrated Development of Horticulture (MIDH), Digital Agriculture Mission (DAM), Sub-Mission on Agriculture Mechanization (SMAM), National Mission on Natural Farming (NMNF), Per Drop More Crop (Micro Irrigation), Paramparagat Krishi Vikas Yojana (PKVY), Agroforestry and National Bamboo Mission (NBM), DPR-based Agriculture Infrastructure Support, Scheme for Development of Makhana and National Beekeeping & Honey Mission.
Major financial proposals for FY 2026–27 forwarded to the concerned Ministry include ₹13,000 lakh under MIDH, ₹3,200 lakh under Per Drop More Crop, ₹2,200 lakh under Agriculture Extension (ATMA), ₹2,100 lakh under Digital Agriculture Mission, ₹1,500 lakh under NFSNM, ₹1,203 lakh under Natural Farming and ₹768.83 lakh under PKVY, besides dedicated allocations for district-focused interventions, including PMDDKY components in Baramulla and Kishtwar.
Addressing the meeting, the Chief Secretary maintained that the scheme components approved under this Yojana are highly transformative in nature with the potential to revolutionise the agriculture sector in the Union Territory.
He laid special emphasis on the sub-components of the Digital Agriculture Mission under which farmer registry, crop and land records are being digitised to provide each farmer with customised advisory and services in local languages upon integration with the AI-based Bharat-VISTAAR application.
He observed that this initiative would lay the bedrock for the proposed Unified Lending Interface (ULI) across the country and gradually transform farming into a fully technology-driven enterprise with access to all allied services through a single integrated platform.
The Chief Secretary stressed upon giving focused attention to the newly launched PMDDKY started in the districts of Kishtwar and Baramulla on pilot basis and directed the department to ensure effective implementation with measurable outcomes.
He further called for promoting bamboo cultivation on fallow lands under the National Bamboo Mission and urged the department to take earnest steps to leverage the recently announced Himalayan Nut Mission for large-scale promotion of nuts and almonds in suitable areas of the Union Territory.
Emphasizing soil health management, he directed that soil testing be taken to the next level by assessing the proportion of microorganisms in addition to chemical composition so as to determine soil fertility in real and scientific terms.
He also instructed the department to onboard all application and benefit delivery processes under these scheme components onto the Kisan Sathi portal to ensure ease of access for farmers, enabling them to avail all agriculture-related schemes and services through a single digital platform.
While reviewing achievements of FY 2025–26, the Additional Chief Secretary, APD, Shailendra Kumar highlighted that 10,076 farmers were trained under ATMA; 21,675 quintals of certified/foundation seed were distributed under the Seed Village Programme; 460 hectares were covered under micro irrigation; 293 water harvesting structures and 113 tube wells were constructed too during the ensuing financial year.
Additionally, he revealed that 230 organic clusters covering 4,600 hectares were taken up under PKVY, with 15,226 farmers registered on the PGS-India portal. He added that 1,561 farm machinery units were distributed under SMAM; 40 polyhouses and 25 borewells were established under different components of this umbrella Krishonnati Yojana.
Moreover, he gave out that over 10,986 quintals of HYV/Hybrid seed were distributed; and under MIDH, 208 hectares of new orchards were established, 168 hectares rejuvenated, 482 water harvesting tanks/deep bore wells installed, along with the establishment of vermi compost units, cold storages and processing units.
The SLSC directed the Agriculture Department to ensure timely fund utilisation, convergence among schemes, outcome-based monitoring and enhanced farmer outreach so that the approved Annual Action Plan for FY 2026–27 translates into tangible gains in productivity, sustainability and farmer income across the Union Territory.
