JKIMPARD, CBC organise workshop on ‘Development of Capacity Building Plans’

JAMMU: Jammu & Kashmir Institute of Management, Public Administration and Rural Development (JKIMPARD), in collaboration with Capacity Building Commission (CBC), New Delhi, organised a workshop on Development of Capacity Building Plans (DCBPs) for government departments of Jammu and Kashmir at the Convention Centre here.

The workshop was e-inaugurated by Chairperson, CBC, Radha Chauhan.

Commissioner Secretary, GAD and Information, M Raju; Director, J&K IMPARD, Rehana Batul; Principal Advisor (States), CBC, Chandralekha Mukherjee; faculty members of JKIMPARD and other officers were also present on the occasion.

Addressing the gathering, Commissioner Secretary GAD, M Raju, highlighted the critical role of structured capacity-building strategies in strengthening public service delivery and fostering a citizen-centric administrative culture. He emphasised that Capacity Building Plans must be dynamic, data-driven, and aligned with emerging governance priorities, including digital transformation, process re-engineering, and outcome-oriented planning.

Lauding JKIMPARD and CBC for spearheading this initiative, he noted that department-specific capacity-building frameworks would not only enhance institutional efficiency but also equip government personnel with the skills needed to respond effectively to evolving administrative challenges. He urged departments to adopt a coordinated approach and ensure that capacity-building activities translate into measurable improvements on the ground.

Speaking on the occasion, Director IMPARD highlighted the importance of systematic capacity building for strengthening governance and service delivery.

Earlier, in her virtual address, Chairman CBC emphasized on the need for every department to institutionalise a structured approach to capacity building. She highlighted that formulation of department-specific Capacity Building Plans marks the next crucial phase towards outcome-driven governance and improved service delivery. She also underscored the national vision of Mission Karmayogi and the role of structured Capacity Building Plans in building a future-ready civil service.

During the workshop, Principal Advisor (States), CBC, while delivering a presentation, spoke at length about the formulation of Capacity Building Plans with the help of an AI Tool. She also shared the insights gained from a similar initiative recently undertaken at  Bhopal, Madhya Pradesh.

Member (Admin), Capacity Building Commission, Dr Alka Mittal also addressed the gathering through virtual mode.

During the workshop, more than 200 officers from various departments like General Administration, Social Welfare, School Education, Rural Development, Housing and Urban Development, Agriculture, Health Services, Home/Police, Transport, Command Area Development, Higher Education, Information Technology, Hospitality and Protocol besides Information & Public Relations participated. The participants prepared  draft Capacity Building Plans for their respective departments.

Departmental presentations were also held during the workshop, marking a significant step towards finalising the data-driven Capacity Building Plans for the Union Territory.
