ARI & Trainings Deptt organises workshop-cum-training prog on online portal for updation of RRs

JAMMU: ARI & Trainings department organized a highly impressive Workshop-cum-Training programme on online portal for updation of Recruitment Rules (RRs), a major reform initiative aimed at bringing transparency, efficiency, and uniformity in the process of framing, amending and approving RRs across all Ministries and departments at the Convention Centre here today.

Additional Chief Secretary (ACS), Higher Education, Shantmanu was the chief guest on the occasion.

ACS,  PW(R&B), A.K. Singh; Commissioner Secretary, ARI & Trainings, Shabnam Kamili; various Administrative Secretaries, senior officers of different departments, General Managers of Government Press, designated Nodal Officers from all the departments, representatives of BISAG and other concerned officers were present during the workshop.

Addressing the gathering, ACS Shantmanu acknowledged the efforts of the ARI & Trainings department, adding that this initiative marks a significant step towards modernizing governance. He highlighted that the Single Window System for RRs will not only save time but also bring clarity, accountability, and consistency in government recruitment process.

ACS, A.K.Singh while speaking on the occasion said that this  new system is expected to cut approval time by over 75% and every stage of the process shall be digitally traceable and also supports the Government’s Digital India initiative.

In her welcome address, Commissioner Secretary, ARI & Trainings, Shabnam Kamili acknowledged the fact that the RRs are the foundation of government service management, determining eligibility, promotion norms, and service structure for various posts.  She added that until now, the process of framing and amending these rules involved multiple layers of approval, leading to delays and procedural complexities.

The Commissioner Secretary further said that to address procedural delays, the Government has in collaboration with BISAG-N  developed a digital single-window platform that integrates all stakeholders like administrative departments, Finance, Law, JKPSC and GAD  into one streamlined system. She added that the system will be made hassle free and secured from security point of view in consultation with IT/NIC.

During the workshop, the Bisag-N representatives   imparted training to the Nodal officers followed by  Question Answer session as an important part of  the workshop.

In his concluding remarks of the workshop, Special Secretary ARI & Trainings, Tassaduq Hussain said that  Government is committed to making public administration simpler, faster, and more transparent, adding that this reform is another step in the ongoing efforts to strengthen good governance and service delivery mechanisms.
