CS reviews progress on BISAG-N-backed IT platforms for departments of J&K

JAMMU: Chief Secretary, Atal Dulloo, today chaired a meeting to review the progress of key e-governance and digital transformation initiatives being implemented across Jammu and Kashmir in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N).

The meeting, besides the Secretary IT, was attended by the concerned Administrative Heads of the Departments, several HoDs and senior police officers, DDG NIC, and representatives from various stakeholder agencies.

The Chief Secretary directed all departments to expedite the resolution of pending API integrations and server migrations, particularly for the Daksh Kisan and Kisan Khidmat Ghar (KKG) portals, stressing that the timely completion of these tasks is crucial for ensuring seamless and efficient citizen services across the UT.

Reviewing the progress under the “Digital J&K” initiative, the Chief Secretary was informed that significant developments have been made in enhancing fiscal management and power sector transparency.

Regarding the AI-based GST Fraud Detection System, it was revealed that the same has completed the generation of reports identifying potential fraud patterns such as sequential invoicing, invoices without e-way bills, and mismatches in Input Tax Credit (ITC). The system is now advancing to a deeper analytics phase aimed at flagging taxpayers with low cash ratios or high ITC utilisation. This upgraded module is expected to go live soon.

The meeting was also apprised that in the power sector, the End-to-End Energy Tracking and Management System (EETMS) has been finalised as a unified digital platform covering Generation, Transmission, and Distribution. Asset mapping across the power network has been completed, and comprehensive dashboards for DISCOMs—KPDCL and JPDCL—are now ready.

A substantial part of the review focused on the Holistic Agriculture Development Programme (HADP). The Chief Secretary was apprised that analytics for the Kisan Khidmat Ghar (KKG) platform are being refined, with gender-wise data capture now mandatory to ensure accuracy and inclusivity.

The Daksh Kisan mobile-friendly skilling application is presently under internal testing, designed to facilitate capacity building and technical skilling of farmers.

Meanwhile, the JKCIP portal, which hosts multiple subsidy schemes for the farming community, has achieved nearly 75% completion, with the development of analytical reporting modules now accomplished.

With respect to the Tourism Department it was highlighted that an encouraging response was recorded to the JK Tourism Mobile App, which features an AI-enabled Chatbot supported by BISAG-N’s GPU infrastructure. The application has recorded over hundreds of downloads since launch, with strong user engagement, particularly for information related to gardens, heritage sites, and tourist circuits.

Under PMAY-Urban 2.0, a comprehensive houseless and landless survey is underway across all 78 Urban Local Bodies. Over 3.37 lakh households have been surveyed so far, achieving 83.58% of the targeted coverage derived through YUVA data.

The Revenue Department revealed that it has successfully migrated its database from Oracle to PostgreSQL, introducing new features including Legacy Jamabandi visualization and a Maker-Checker-Approver workflow to strengthen transparency and streamline land record processes.

It was further given out that the recently launched Single Window for Recruitment Rules (SWRR-JK) has been operationalized to facilitate faster approval of recruitment proposals. The Chief Secretary stressed the need for greater departmental adoption and further integration with the eOffice platform, besides calling for a similar digital intervention for the online conduct of Departmental Promotion Committees (DPCs).

The JK Samadhan portal is being upgraded to enable seamless integration with CPGRAMS and provide enhanced MIS reports for monitoring grievance disposal timelines at district and departmental levels, the meeting was informed.

The Home Department Is working with IIT Jammu and BISAG-N to develop an AI-based Search Engine to support investigation officers, particularly in preparing charge sheets under the NDPS Act.

Other key platforms reviewed during the meeting included the JK Sehat Mobile App, Jal Shakti Mobile App, the JK PWD asset-mapping application, and several additional departmental digital initiatives aimed at strengthening governance, service delivery, and transparency.

Earlier, Secretary IT, Dr. Piyush Singla, presented an overview of the ongoing projects, outlining their current status, technical progress, and expected timelines for completion.
