New Delhi: The National Medical Commission (NMC) on Friday removed four doctors from the Indian Medical Register (IMR) and National Medical Register (NMR) with immediate effect following their involvement in a case registered under the Unlawful Activities (Prevention) Act (UAPA).

According to the details available with KNO, the action comes amid an ongoing investigation into the November 10 car explosion near Delhi’s Red Fort that killed 13 people and injured over 20.

The doctors removed include Dr. Muzaffar Ahmad (Reg. No. 14680/2017), Dr. Adeel Ahmad Rather (Reg. No. 15892/2019), Dr. Muzamil Shakeel (Reg. No. 15130/2018), and Dr. Shaheen Saeed (Reg. No. 45961/2022).

The Jammu & Kashmir Medical Council had already cancelled the registrations of Dr. Ahmad, Dr. Rather, and Dr. Shakeel based on evidence shared by investigating agencies.

Dr. Saeed, registered with the Uttar Pradesh Medical Council, was removed through a separate NMC order.

The removal follows FIR No. 162/2025, lodged at Nowgam Police Station in Srinagar on October 19, under multiple sections of the UAPA, including provisions relating to unlawful activities, terrorist acts, raising funds, recruitment, and harbouring.

The NMC said the conduct of the doctors was “prima facie inconsistent with the standards of ethical propriety, integrity and public trust” required under the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002.

The order states that the four individuals “shall cease to practice medicine or hold any medical appointment till further orders”. All State Medical Councils have been instructed to enforce the directive—(KNO)
