Both Srinagar and Jammu city need infrastructural development and beautification to be at par with metro-cities
Cities that serve as capitals of a country, state, or union territory often symbolize cultural, historical, and linguistic richness. They play a pivotal role in representing the identity and aesthetic values of a region. In this context, the twin cities of Jammu and Srinagar in the Union Territory of Jammu & Kashmir hold significant historical and cultural relevance, both in the pre- and post-independence eras.
Jammu is renowned for its ancient temples and is popularly referred to as the “City of Temples,” while Srinagar, rich in heritage, has witnessed the architectural and cultural contributions of various dynasties, including the Mughals and Sikhs. Over the decades, several initiatives were undertaken to enhance urban infrastructure and beautify these cities. Substantial investments have been made over time to improve their infrastructure.
Despite these efforts, the aspiration to achieve metropolitan-level infrastructure and planning remains a work in progress. A comprehensive, realistic, and futuristic urban development policy is essential to align with national and international standards.
Significant investments have been made in the past, including recent developments under the Smart City initiatives. However, these efforts would be more effective if guided by a detailed, revised Master Plan that clearly demarcates zones for business hubs, malls, government institutions, parking areas, marketplaces, religious and spiritual spaces, graveyards, flood reservoirs, parks, historical gardens, and monuments. A planned approach will ensure sustainable and inclusive development.
Drainage systems in both cities continue to face challenges, leading to waterlogging during heavy rainfall. Similarly, the need for wider roads and improved traffic flow remains a concern. Addressing these issues with a structured and phased policy approach will significantly improve the quality of urban life.
In this light, the following suggestions are proposed for consideration by the concerned authorities and urban planners:
- Revised Master Plan: A new, innovative, and practical Master Plan for both cities should be developed. This plan must clearly allocate spaces for commercial zones, religious and recreational areas, educational institutions, healthcare facilities, public offices, parks, and other essential services.
- Integrated Execution Strategy: Ongoing and future development work should ideally align with the revised Master Plan to ensure long-term sustainability and efficient use of public funds.
- Drainage System Upgrade: The existing drainage systems in Srinagar and Jammu may be upgraded or reconstructed on a priority basis to prevent urban flooding.
- Road Widening and Beautification: Major roads, lanes, and bylanes in both cities could be widened and beautified to improve mobility and aesthetics.
- Connectivity to Tourist Destinations: Proposals for constructing four-lane roads connecting both cities to major tourist spots and district headquarters should be explored. Beautification with local flora such as chinars and flowers on either side of the roads can enhance the visual appeal.
- Flood Management: Proposals for strengthening flood channels, bunds, and riverbanks should be formulated to mitigate flood risks and enhance the water intake capacity, particularly considering the experience of past flood events.
By focusing on well-planned and inclusive infrastructure development, the twin cities of Jammu and Srinagar can move closer to realizing their potential as model urban centers that blend heritage with modernity.
