Commr Secy IT reviews implementation of National e-Vidhan App in J&K

JAMMU: Commissioner Secretary, Information Technology (IT), Saurabh Bhagat, today chaired a high-level meeting to review the implementation of the National e-Vidhan Application (NeVA) in the Union Territory.

The Commissioner Secretary assessed various aspects of the implementation of NeVA including conducting training programs for MLAs, Assembly staff and nodal officers from various departments, provisioning of high-speed connectivity in Jammu and Srinagar Assembly complexes and procuring the necessary hardware and related items.

He underscored the commitment of the J&K administration to modernise legislative processes while ensuring the successful implementation of NeVA. A detailed action plan has been outlined to ensure timely execution of the project, with all necessary support and resources being made available, he added.

The meeting was apprised that NeVA is a workflow system hosted on NIC’s MeghRaj Cloud, designed to facilitate the smooth conduct of legislative proceedings. It will assist the Chair of the House in managing legislative sessions efficiently, enable members to perform their duties digitally and promote a paperless legislative ecosystem in line with the ‘Go Green’ initiative. Launched in March 2020 as a Mission Mode Project under the theme ‘One Nation, One Application,’ NeVA aims to transform all state legislatures into digital platforms.

Pertinently, the Law Department has been designated as the nodal department for NeVA implementation in J&K. Efforts are underway to ensure seamless adoption of NeVA across the Union Territory, with key developments including infrastructure upgradation, capacity building and procedural refinements for transition towards a fully digital legislative framework.

It was informed in the meeting that, so far, 25 state legislatures have signed MoUs for NeVA implementation, with funds released to 22 legislatures. Among them, 14 have successfully adopted the platform and are conducting legislative business digitally. Besides, the NeVA Cloud Infrastructure has been enhanced to ensure seamless and uninterrupted legislative sessions across the states and the UTs.

Among others, the meeting was attended by Rupesh Kumar, CEO of Jammu and Kashmir e-Governance Agency; Jaskaran Singh Modi, SIO, NIC J&K; Minakshi Vaid, Additional Secretary, IT Department; Shafiq Hussain Mircha, Deputy Legal Remembrance, Department of Law besides other senior officers from the IT Department, NIC and SeMT.
