JAMMU: Secretary, Revenue, Dr. Piyush Singla, today chaired a meeting to review the functioning of the registration department.
The meeting was attended by the Inspector General of Registration (IGR), Additional Inspector General of Registration Kashmir, (AIGRK) Additional Inspector General of Registration Jammu, (AIGRJ), and other senior officers of the revenue and registration department.
During the meeting, the Secretary undertook a comprehensive review of the working of the Registration department and deliberated on various deliverables of the department approved for the current financial year and other issues pertaining to the department.
While appreciating the work of the registration department, the Secretary observed that Chief Secretary has been emphasizing upon scanning, digitization, and uploading of legacy data of the Judiciary and registration department for the maintenance of a repository of records for an e-search facility for Sub Registrars and the general public.
Dr. Singla highlighted four key deliverables to be completed within the prescribed timelines like scanning, digitization, and uploading of legacy data, monitoring of Sub Registrar Offices through the Central Monitoring System, and notification of rules regarding identity verification for the registration of documents to dispense with the identifier thereby reducing the footfall in the Sub Registrar offices.
The Secretary directed that the checklist notified for each article/document which is also linked with the NGDRS portal be adhered to strictly to eliminate scope for any discretion on the part of the registration staff. He directed that fortnightly reviews should be held for resolution of the all pending issues.
The IGR assured the Secretary that the deliverables notified for the department and other directions issued for bringing in further efficiency and transparency in document registration will be complied with.
IGR J&K informed about the status of implementation of various initiatives like Aadhar-based registration of documents, home visit module, iris facility for Aadhaar authentication of senior citizens and elderly people, implementation of e-office, redressal of grievances, scanning, digitization and uploading of legacy data, installation of a central panel for monitoring of SROs through CCTVs, notification of Aadhaar rules, the addition of new articles/instruments in NGDRS, setting up of a technical support cell for NGDRS related issues, etc.
On this occasion, the status of various proposals which relate to bringing in efficiency and further transparency in document registration were deliberated upon and steps/timelines were finalized for their resolution.
