Srinagar: Secretary Cooperatives, Yasha Mudgal today said that all the societies that have scope and potential to generate employment should be supported and helped to revive their activities afresh.

She urged upon the officers not to show numbers on papers only but to be proactive in doing best for those functional on ground and weed out those that are past any scope of revival after providing them ample opportunity and support to start their respective activities.

Yasha further impressed upon the officers to up their functioning of audit and inspections so that no society remains out of the supervision of the department. She directed the officers to show their presence on ground and encourage activities that are fruitful and provides gainful employment.

The Secretary further exhilarated upon the officers to ensure working of Super Bazars during business hours. She said that these Bazars need to be open for business from 9:00 am to 9:00 pm in order to boost their sales. She asked them to have stock of the essentials in demand so that people prefer these stores.

Yasha asked the officers to increase their level of supervision and inspections to ensure these stores are working as per the fixed schedule. She prescribed them to often make surprise inspections of these stores.

She emphasised that all budgetary provision made should be performance based and result oriented. She asked the officers to make expenditure outcome based and enhance accountability down to ground level to upgrade performance and working of the department.

The Secretary Cooperatives also asked the officers to complete all the infrastructure buildings on time. She asked them to fix deadlines against each of the project in progress and ensure that it is completed and put to good use.

In a powerpoint presentation made by Registrar Cooperatives it was given that there are 1491 societies registered with the department including 1381 primary, 106 secondary and 4 Apex level societies.

It was further given that the Department has a staff strength of 1346 and more than 400 posts are to be filled soon by different recruitment agencies including 91 gazetted, 261 non-gazetted and 60 class IV vacancies.

The Registrar also informed that the department had a capex outlay of Rs 1500 lakh and revenue expenditure of Rs 7743 lakh for 2020-21. This includes the funds for creation of assets and infrastructure like Kisan Ghar, Tangmarg, Baramulla and 1000 MT godown at Thanamandi, Rajouri. The department has 9 cooperative banks working under it with about 272 branches all over J&K.

The meeting was also attended by Registrar Cooperatives Societies, Additional Secretary Cooperatives, Joint Registrars, Deputy Registrars and other officers of the department. The Jammu based officers participated in the meeting through video conferencing.
