HC directs DFCS&CA to allot kerosene oil equally on district-wise basis

Srinagar: On a plea challenging “discretionary” reduction in the allocation of subsidized kerosene oil to certain dealers, the High Court on Friday directed the Department of Food, Civil Supplies and Consumer Affairs (DFCS&CA) to make the allotments on district-wise basis equally amongst the licensees.

The court also directed the Ministry of Petroleum and Natural Gas, Government of India to file its response on the issue.

“The J&K DFCS&CA in order to ensure convenient and effective distribution shall review the allocation of subsidized kerosene oil to the wholesale distributions and dealers on district-wise basis equally amongst the licensees,” directed the court.

The court directed the Commissioner Secretary DFCS&CA and the Director Consumer Affairs and Public Distribution (CAPD) “to ensure that the object of the scheme of supply of subsidized kerosene oil to the targeted beneficiaries is achieved in keeping with the norms and guidelines notified by the government of India on the subject and further regulated by the state government in 2016”.

It directed the duo to explore the possibility of supply of subsidized oil to the targeted beneficiaries by use of point of sale at sale shops and outlets in all the districts of the union territory.

They have also been directed to submit compliance reports on the orders passed by the court by or before the next date of hearing falling in August.
