J&KNGSEA welcomes SAC decision on streamlining accounts and statistics services

SRINAGAR, JULY 31: The Jammu & Kashmir Non-Gazetted Statistical Employees Association (J&KNGSEA) welcomes the historic SAC decision regarding streamlining of allocative functions of J&K Accounts Service and J&K Economics & Statistics Service. The allocation of functions between the Finance Department and Planning Development & Monitoring Department has been made as per the recommendations of the Committee constituted vide Government Order No.1469-GAD of 2018 dated 26.09.2018.

The government has again reposed faith on the two important services viz., E&S and A&T while assigning mandate of functions in the Integrated Resource Divisions (IRD) by virtue of Government Order No. 385-FD of 2019 dated 10.07.2019.The employees of both the cadres have proved their metal in tough times and are competent to work with integrity & sincerity. There is a strong case for integration as the planning and resource allocation functions would be more harmonious and logical. The body allocating resources will also monitor the utilization of resources and fix accountability for the same.

It has been observed that some elements are using media for disseminating misleading information among the members of the two cadres regarding SAC decision, which is condemnable and they are asked to refrain from spreading such false information. However, it is pertinent to mention that the worthy Chief Secretary, J&K in a series of meetings, assured that during the process of re-structuring of the two cadres in the Finance Department, the existing strength will remain intact and all consequential actions whatsoever required including creation of posts will be taken up in due course of time. He further stated that there are more chances of future expansion/ career progression and the cadre management of both the services is being dealt separately to avoid any confusion/ chances of seniority disputes and other issues.

The officers of E&S cadre made explicit to higher authorities that by virtue of their specialization/ qualification in matters like Economics & Planning/ Statistics & Mathematics/ Commerce & Business Administration/ Office & Business Management/ Operational Research/ Financial Management etc the cadre could render best services to the satisfaction of the government.

The employees of E&S cadre are again thankful to the Governor Administration and worthy Chief Secretary for streamlining the allocative functions of J&K Accounts Service and J&K Economics & Statistics Service and are hopeful that the SAC decision about restructuring of Finance Department shall be taken to its logical end by 15.08.2019.
