Training sessions for ‘Back to Village’ programme held across Kashmir division

SRINAGAR, JUNE 18:  To ensure reach out to people at grassroots level through ‘Back to the Village’ initiative, various training programmes were organised across the Kashmir division to sensitize officials deployed for the implementation of the programme.

Pressers were also held at various district headquarters to brief the media persons about the objectives of the programme.

Under ‘Back to the Village’ programme, being organized from June 20 to June 27 across all the districts of the division, focus will be on energizing Panchayats, collecting feedback on the delivery of government programmes, capturing specific economic potential and undertaking assessment of needs of the villages besides affording an opportunity to visiting Gazetted officers to the villages and directly getting feedback from people.

At Shopian, district administration under the chairmanship of Additional District Development Commissioner Mohammad Saleem Malik organized a training programme today.

Chief Planning Officer, Assistant Commissioner Development, besides other district officers of concerned Departments were present on the occasion.

At Kulgam, Deputy Commissioner Dr Shamim Ahmad Wani briefed media regarding the initiative to highlight the objectives of the ambitious programme.

The DDC said that Gazetted Officers shall be allotted different Panchayat Halqas where they would stay for one night and two days for assessment of the developmental scenario and implementation of various government schemes and programmes.

He also informed that different Departments shall organise Melas to create awareness among the public about the schemes being implemented by their respective Departments.

At Bandipora, the district administration Tuesday held a day-long training session at Mini-Secretariat here with an aim to sensitize and train the officers and other officials of different departments, about ‘Back to the village’ programme.

The training session was chaired by District Development Commissioner Shahbaz Ahmad Mirza, Additional District Development Commissioner Mohammad Yousuf Mir, Assistant Commissioner Development Jahangir Ahmad, Chief Education Officer Javid Iqbal, District Panchayat Officer Nazir Ahmad and other concerned.

During the training session, trainers discussed various aspects regarding the implementation of the programme.

The meeting also finalized the list of officers and officials to be deputed in the Panchayats. They said that the deputed officers will interact with the people at Panchayat level and take a first- hand account of the issues and problems of the people and will give a report to the administration for the redressal of grievances.

The DDC enjoined upon the officers and field functionaries to ensure proper planning as well as execution of the programme.

At Ganderbal, ADDC Shafqat Iqbal, who is also officiating as Deputy Commissioner, today briefed media persons regarding ‘Back to Village’ programme about the objectives of the programme.

Highlighting the objective of the ambitious programme, Deputy Commissioner stressed on complete coordination between the Government machinery and various media outlets for attaining successful outcome of the programme.

Earlier, a training programme was organised by the district administration under the chairmanship of Additional Deputy Commissioner Showkat Ahmad Rather here today.

CPO Ganderbal, ACD Ganderbal besides district officers of various departments were present during the programme.

Highlighting the essence of the programme, the ADC said that it will focus on energizing Panchayats, collecting feedback on delivery of government programs, besides undertaking assessment of needs of the villages.

On the occasion, master trainers sensitized the officers and officials regarding the essence of the programme and necessary preparations required to be made for its successful implementation.

At Kupwara, Deputy Commissioner Anshul Garg held a presser regarding ‘Back to Village’ programme to brief the media persons about the objectives of the programme.

Training programmes for gazetted officers was held at various places in the district wherein they were provided with detailed training about their role in the implementation of the programme.

At Anantnag, district administration today organized a presser regarding ‘Back to Village’ programme here which was addressed by the District Development Commissioner Khalid Jahangir.

The DDC highlighted the main objectives of the programme and said that ‘Back to Village’ programme is to lay  a solid foundation for participatory  governance by enabling people at the grass root level to develop stakeholdership in the development process.

He also informed that the programme will ensure that administrative apparatus headed by Senior Government Officers remain available at the doorsteps to assess the status of services and functioning of various government institutions.

The DDC further stated that in the district Anantnag, Department wise schedule of activities has been prepared, besides to ensure the coverage of all Gram Panchayats, a comprehensive plan has been formulated.

At Budgam, training was imparted today to the gazetted officers designated to visit Panchayat halqas across the district in connection with ‘Back to Village’ programme.

The training sessions were conducted by the district administration under the directions of Deputy Commissioner Dr. Syed Sehrish Asgar.

Gazetted officers of various departments, deputed to the panchayats of 17 CD blocks, were sanitized about their role and responsibilities envisaged in the programme.

The officers were advised that during interaction with the locals at concerned locations, their job will be to bring about mandated detailed assessment report by assessing the rural landscape objectively and comprehensively.

They were also sensitized about the activity schedule prepared for the visiting officers.

At Baramulla, a day-long training-cum-sensitization programme regarding ‘Back to Village’ initiative was today organized at Government Degree College for Boys Baramulla which was presided over by District Development Commissioner Dr G N Itoo.

During the training programme, the participants were acquainted with the training module by the master trainers about different means and methods required to carry out the campaign successfully.

Additional Deputy Commissioner Mohammad Ahsan Mir presented a detailed account of ‘Back to Village’ programme.

On the occasion, the DDC said that the campaign has been launched to mobilize the public opinion regarding various developmental issues besides ensuring the participation of different stakeholders in the socio-economic development of rural areas.
