Deepak Sharma informed the house that SCERT is an academic authority for improving the quality of School Education focussing on in-service and pre-service teacher training programmes, research projects, curriculum development, course development, development of publication and dissemination of teaching learning material etc for School Education Department exclusively under the control of Secretary School Education Department.

He further added that since SCERT is an arena/field of school Education , only concerned officers and academicians from School Education should be engaged.

It is pertinent to mention that Plus Two Lecturers’ Forum had strongly resented and opposed the  recommendations of Committee headed by Chairperson J and K Board of School Education  constituted to submit the recommendations for structure /establishment of SCERT J and K in which she had recommended the engagement  of majority of officers drawn from Higher Education deptt thereby giving undue favours to  college  teachers and neglected/set aside the reports of sub committees/ teams framed and  deputed to various SCERTs outside the State to study the functioning/structure of their existing SCERTs wherein it was clearly submitted that majority of the faculty/Officers in these SCERTs were drawn from the School Education Department only.

The members present voiced their concern about the issue and asserted that they won’t tolerate transgression of the very fundamental rights of officers/academicians of School Education Department as they have already suffered a lot due to absence of Running Grade/Time Bound Promotion.

Deepak Sharma urged upon the Secretary School Education to take up the issue of SCERT on priority and also hoped that committee framed under her Administrative control to look into ACP and other issues of Plus Two Lecturers will soon give it a practical shape.
