SRINAGAR, SEPTEMBER 14: Commissioner Secretary to the Government, Labour and Employment Department, Saurabh Bhagat, today chaired the review meeting of the Department convened at Banquet Hall Srinagar.

During the maiden meeting Baghat directed the officials of the department to work with zeal and devote sufficient time for monitoring the implementation of Self-Help Group of Engineers scheme in the districts, so, as to ensure that these groups get works as per the quota fixed for them.

He also advised the officers to regularly conduct career counselling sessions for the un-employed youth visiting the District Employment Offices and also for the students in the educational institutions, to guide them about the right career options.

Baghat observed that there was a need to put in place a robust mechanism for monitoring the schemes being implemented through J&K Entrepreneurship Development Institute (JKEDI) and Women’s Development Corporation (WDC).

Director Employment gave a detailed presentation about the functioning of the Employment Department. He Informed that the main functions of the Department at present were registration of un-employed youth- which is voluntary and not mandatory, registration of Self-Help Group of Engineers, and monitoring of the Self-Help Group of Engineers scheme, career Counselling of un-employed youth, coaching-cum-guidance through awareness programmes and implementation of various employment schemes, through JKEDI and WDC.

It was also decided in the meeting that JKEDI and WDC shall share the details of the beneficiaries covered under the schemes namely Seed Capital Fund Scheme through J&KEDI, Youth Start-up Loan Scheme through J&KEDI, National Minority Development Finance Corporation scheme through JKEDI and Women Entrepreneurship Programme through WDC with Director Employment and a detailed verification and follow up shall be done to see whether the intended beneficiaries have repaid the bank loan.

In this regard, both JKEDI & WDC were asked to submit the details of cases of last ten years.

Special Secretary, Labour and Employment Department, Ajaz Ahmad Bhat, KAS, Director Employment, J&K, G R Mir, KAS, Director Finance, Labour and Employment Department, Barkat Hussain, Managing Director, WDC, J&K Nahid Soz and all district level officers, of the Employment Department, Kashmir Division were present in the meeting.

Later Bhagat alongwith Director Employment visited the site identified at Bemina near SDA office complex for constructions of the composite office complex for the Employment Department, offices of Labour Commissioner, Provident Fund Commissioner and CEO/Secretary Other Construction Workers Welfare Board.
