The Advisors stressed the importance of the civil and police administration at the district level in gearing up to provide a responsive, efficient, effective and accountable administration, so that the state moves rapidly on the path of development and peace.

Given their experience in handling challenging situations in the past, the DCs and District SPs were told that it is expected that they would shoulder the responsibilities entrusted to them during Governor’s rule. They should do so with renewed enthusiasm and commitment; was the advice of the Advisors.

To address challenges on both the development and the security fronts; DCs and District SPs were asked to further energize their efforts at the district, sub divisional and tehsil levels and organize joint tours in their jurisdiction to promptly respond to public grievances and meet the needs of the public with regard to potable water, electricity, ration, health, roads and education.

DCs and District SPs were asked to ensure that every important matter is attended to on priority and disposed of in a time bound manner. The DCs/District SPs were asked to extend their public outreach programmes for the benefit of the people. DCs were asked to ensure that all Government functionaries attend their offices punctually and daily attendance be monitored through the Bio-Metric Attendance System.

Chief Secretary and DGP urged DCs and SPs to work in tandem complementing each other’s efforts as they are the face of the Government at the District level. Chief Secretary emphasized on the importance of delivering a governance that is seen to be fair, just, unbiased, which is a sine-qua-non for peace and prosperity of the state. He exhorted the officers to live up to the expectations of the people while maintaining highest standards of integrity and morality.

The DCs/District SPs were asked to provide exemplary leadership to their subordinate staff so as to achieve desired outcomes. Further, DCs were asked to submit reports regarding the development projects which are complete and ready for commissioning and also those which would be completed easily.
