Srinagar, Jun 20: After assuming charge as the head of the Jammu and Kashmir government today, Governor N N Vohra reviewed a wide range of security management issues with senior civil, police, central police, army and central intelligence agency officers in a meeting held at the Raj Bhavan today.

While reiterating the importance of maintaining constant surveillance on the ground situation, Governor directed that immediate action must be taken on reports received from any quarters regarding any problem arising for security management. He directed Chief Secretary to closely monitor and ensure prompt  redressal of all difficulties and grievances relating to the felt needs of people and, besides, see that there is no delay in the implementation of welfare measures and development works on the ground, an official press release informed.

It said Governor stressed the need of cohesive action being taken to enforce constant vigil on the IB and LoC, effectively maintaining internal security and ensuring the safety of protected persons, sensitive establishments and installations.

In this context, he asked representatives of all the security forces and agencies to identify all existing gaps and ensure coordinated action on the ground for providing “prompt and strong counter-terror responses on all fronts”.

Referring to a recent incident, Governor stressed the need of prompt action being taken to ensure the safety and security of the people at large by making fullest possible use of all available technologies.

The meeting also reviewed important security-related issues in regard to the Amarnath Yatra which is scheduled to commence on 28th June, 2018 and identified certain issues which shall be dealt with on most urgent basis.

The meeting was attended by Lt. Gen. Ranbir Singh, Northern Army Commander, B.B. Vyas, Chief Secretary; Dr. S.P. Vaid, Director General of Police; Umang Narula, Principal Secretary to Governor;. R.K. Goyal, Home Secretary; Muneer Ahmad Khan, ADGP Home Guards and Security; A.G. Mir, IGP CID;. Zulfiquar Hasan, IGP (Operations) CRPF; Ravideep Singh Sahi, IG CRPF; Swayam Prakash Pani, IGP Kashmir; and senior officers of central intelligence agencies.

Asks Secretaries to ensure prompt, efficient functioning

Srinagar, Jun 20: Governor N.N. Vohra held a meeting with all the Administrative Secretaries and the senior-most police and forest service officers at the Civil Secretariat here today and directed them to ensure that all government functionaries attended office punctually and their presence is daily monitored through the bio-metric attendance system.

He urged the Administrative Secretaries to personally review and ensure prompt and efficient delivery of various public services to the people; complaints regarding delays, irregularities and corruption must be dealt with most sternly and those responsible should be proceeded against without any fear or favour, an official press release informed.

It said Governor asked the Administrative Secretaries to send him reports regarding the up-to-date progress of Prime Minister’s Development Programmes-2015; causes of delay in the enactment of State legislation on the analogy of the Central Disability Act 2016; reasons of failure to implement the required measures for the conservation and cleanliness of the Dal Lake; implementation status of all flagship Central Schemes; status of construction of bunkers in villages located along the IB and LoC; timely payment of relief to the victims of border firing at IB/LOC; status of preparations for holding Panchayat and Municipal Elections; position regarding stocking and supply of food and other essential commodities by Food and Civil Supplies Department; to-date status regarding the writing of Annual Performance Reports and filing of Annual Property Returns by State government officers; implementation status of LED bulbs distribution all over the state for securing economy in the use of electricity; to-date position regarding compassionate appointment cases under SRO-43; implementation status of the Non-Functional (Monetary) Scheme (NFS) for KAS officers; action taken with regard to the payment of salaries and issues faced by the SSA teachers; and other issues.

Governor asked Chief Secretary to have prepared by 21st June, 2018 department-wise lists of all pending cases and forward the same to him with his remarks regarding the reasons for delay. He asked Chief Secretary to ensure that every important matter was timely disposed of and all cases which required higher level approvals should be sent to the Governor.

Governor expressed concern and directed Administrative Secretaries to ensure the timely utilization of all available resources, particularly the funds available under the State Plan and the various Centrally Sponsored Schemes.

Earlier, on arrival at the Civil Secretariat, the Governor was received by B.B. Vyas, Chief Secretary, Dr. S.P Vaid, DGP and R.K. Goyal, Principal Secretary, Home. Governor was accompanied by Umang Narula, Principal Secretary to Governor.
