CEC Kargil calls for strict measures to curb unplanned construction works, dumping of debris

KARGIL, MAY 02:- Chairman and Chief Executive Councilor (CEO) Kargil today called for taking up strict measures to curb unplanned construction works and dumping of debris along the roadsides and other spots at Kurbathang Command Area.

The CEC stated this during a meeting of the concerned officers at Council Secretariat today which was convened to chalk out ways and means to put in place a rational mechanism to carry out construction works at Kurbathang.

Executive Councillor for Education Advocate Muhammad Amir, Executive Councillor Rural Development Aga Syed Hassan Armaan Mosavi, Advisor to CEC, Kargil Haji Muhammad Shafi, Deputy Commissioner Kargil Vikas Kundal, Senior Superintendent of Police, Kargil Tsering Gyalpo, SE PWD Kargil Sarvandh Singh besides the officers of PWD, Revenue, Project Vijayak, Geology and Mining and Municipality were present in the meeting.

During the course of the meeting, the CEC while expressing serious concern over the haphazard and unplanned throwing of debris along the roadsides impressed upon the concerned officers to take immediate necessary steps to put checks in this regard.

To bring to end such unwanted practices and a committee of officers was decided to be constituted that would conduct on spot visits of the affected sites and impose fine against the defaulters. It was decided in the meeting that all unplanned private construction works shall be stopped in Kurbathang Command Area immediately and constructions in future shall be allowed only subject to conditions and building norms fixed by the building committee under relevant rules.

Discussion was also held on the encroachments on either side of the National Highway 1D towards Leh falling into Kargil jurisdiction and the Executive Engineer, Project Vijayak was directed to put up the list of encroachments to the District Administration so that steps could be initiated for removal of encroachments, action against the violators as well as to put check on further encroachments.

It was also decided in the meeting that LAHDC Kargil shall pursue the issue of the auctioning of Minor Mineral Blocks i.e. Granite, Sand, Bajri, & Crashing Stones etc. with Industries and Commerce Department J&K.

The CEC also directed the Deputy Commissioner Kargil to pursue the stay case of minor mineral extraction site at Pashkum area and interviews of Class IV candidates pending in Hon’ble High Court J&K by deputing legal personnel.

Kacho also directed the Superintending Engineer PWD to expedite the formulation of DPR for construction of Multi-Level Car parking at Kargil town so that work on the project could be started as earliest as possible.

Meanwhile, the Executive Engineer Project Vijayak was directed to macadamize, remove the debris and boulders from the roadside and take steps for face-lifting of NH 1D from Iqbal Bridge to Petrol Pump Kargil.
