Govt mulls outsourcing MDM scheme: Altaf Bukhari

JAMMU, APRIL 3: The state government is mulling to outsource the implementation of Mid-Day Meal (MDM) Scheme in schools to relieve teachers from non-teaching tasks and enable them to focus on teaching learning activities for the benefit of students.

In this regard, the government has studied the models of the state which have already adopted the new system through NGOs.

Initially, the outsourcing of the scheme through NGO will be introduced in two or three districts on pilot basis, said Minister for Finance, Education, Labour and Employment, Syed Mohammad Altaf Bukhari here at meeting convened to discuss the modalities for the new system.

“It is an impending need for the benefit of our students. But the go head will precede thorough assessment whether it fits the norms, set standards and budget” he said even as asserting that meeting the taste of the children shall be put as the prime condition.

Meanwhile, representatives of two NGOs already running the scheme in some states gave a presentation on the modus-operandi they follow in the execution of scheme.

The meeting was attended by Secretary School Education, Farooq Ahmed Shah, Director RMSA, Tufail Mattoo, Director SSA, A R Waar and other senior officers of school education department.

The Minister asked the secretary, RMSA and SSA Directors to thoroughly examine the DPRs and explore other options if any to ensure that best service providers are engaged for the implementation of the prestigious scheme.

A presentation on learning enhancement aids was also given on the occasion.
