Training Policy for KAS Officers: Official Panel submits report to Chief Secretary

JAMMU, FEBRUARY 28: The official panel headed by Principal Secretary Finance, Navin Kumar Choudhary to devise a comprehensive training policy for the officers of J&K Administrative Service today submitted its report to the Chief Secretary, B B Vyas.

The Committee included Khurshid Ahmad, Commissioner Secretary, General Administration Department; M H Malik, then Secretary to Government Information Department; Dr Ghulam Nabi Itoo, Director School Education Kashmir; Dr Ravi Shankar Sharma, OSD to Minister for Industries & Commerce and Representative of IMPARD as Members.

The Committee was mandated to devise a comprehensive Training Policy for the KAS officers to be linked with their promotion to various levels, on the pattern of All India Services.

The Committee has recommended “Sandwich Pattern of Training” for KAS, KPS and other Combined Services Officers on the pattern of training imparted by Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie to the IAS officers.

The “Sandwich Module” includes Foundation Course for all the Combined Service Officers belonging to KAS, KPS and J&K Accounts Services for one month followed by Phase-I of training in respective training institutes for KPS and Accounts Services Officers, while as the KAS officers shall be imparted this training by J&K IMPA&RD for a period of eight months excluding the study tour for two months.

The Phase-I of training is to be followed by District Training for KAS officers for one year which would be followed by Phase-II of training for one month.

The Committee has further recommended that the final seniority of Junior KAS officers shall be determined on the basis of the marks secured by the officer in the Combined Services (Mains) Examination and the marks secured in Phase I & II of the training. The ratio proportion of the marks for fixation of seniority amongst the Junior KAS officers shall be 70:30 for Combined Services Mains Examination and the marks secured in Phase I & II of the training respectively.

The panel has also recommended award scheme for the best trainee officers of every batch including Gold Medal and a cash award of Rs 1 lakh for 1st position, Silver Medal and cash award of Rs 75000 for 2nd position and Bronze Medal and cash award of Rs 50000 for 3rd position.

The Committee has also recommended training modules for promotion from Time Scale to Selection Grade, Selection Grade to Special Scale and Special Scale to Super Time Scale. It has recommended that training at various levels could be arranged through Center for Good Governance, Hyderabad; National Institute of Public Finance and Policy, New Delhi; National Institute of Financial Management, Faridabad; Administrative Staff College, Hyderabad; Indian Institute of Public Administration, New Delhi; Indian Institute of Management, Ahmedabad; Indian Institute of Management, Bangalore; Institute of Secretariat Training & Management, New Delhi; Management Development Institute (MDI),Gurgaon; Indian School of Business, Hyderabad/ Mohali; TERI University, New Delhi; TATA Institute of Social Sciences, Mumbai; EMDC/WMDC, Office of Personnel Management, (OPM). USA; Syracuse University, Singapore; Lee Kuan Yew School of Public Policy (LKY), Singapore; École Nationale d’ Administration de Paris (ENA), Paris, France; University of California, Berkeley, USA; London School of Economics, London, UK; DCID, Duke University, USA; Cambridge University, UK; Oxford University, UK; Howard University, USA; IACA, Vienna; John Hopkins University, USA; Graduate Institute for Policy Studies (GRIPS), Japan; Kyushu University, Graduate School of Law, Japan and ANZSOG, Australia.

The Committee has made other wide-tanging recommendations to chisel the professional and administrative skills of the Combined Services officers.
