CAT issues notice to J&K Gov, asks to file objections by March 24

Srinagar: The Central Administrative Tribunal (CAT) has issued notice to J&K government on an application challenging withdrawal of posts referred to J&K Public Service Commission (PSC) and Services Selection Board (SSB) prior to 30th of October 2019.
Jammu and Kashmir government in an order in the first week of the out gone month had withdrawn all posts referred to the PSC and SSB before October 2019. The order affected thousands of aspirants who had applied for the gazetted and non gazetted posts advertised by the two recruiting agencies.
Many an aspirants had appeared in the interviews and also qualified the written tests for the posts advertised by the two agencies prior to the “ominous” date. They raised objection to the order, saying their genuine efforts for getting a job had been violated by the order.
One such challenge has come from Quratulain Manzoor and Ishfaq Ahmad. Both had qualified the written examination for the posts of audiometry technicians in the Department of Health, J&K.
Hearing their petition a CAT bench at Srinagar today asked the government to file objection by 24th of this March on the application, challenging the withdrawal of posts to the extent for the post of audiometry technicians advertised on 1st of February 2019.
The applicants said that they have already qualified the written test for the post and documentation verification has already been done.
“Only the subject specialist was to be deputed from the concerned respondent department, but the respondents slept over the matter and till date have not taken any concrete steps to depute a subject specialist to the respondent – Board for completing selection process,” read their petition saying that the applicants filed various representations before the concerned authorities but of no avail.
The applicants said that they have been constrained to file plea before the Tribunal as the communication issued by government was in “violation of the rights of the applicants inter alia under Articles 14 and 16 of the Constitution of India.”
They have sought direction for their selection stating that selection process pursuant to the notification on 1 February 2019 has been concluded and “it is only the posts of Audiometry Technician which have been left out.”
