Block Diwas, Youm e Block held across Kashmir Division

SRINAGAR,: As part of Governments ambitious Jan Abhiyan programme, the Block Divas or Youm-e-Block was today observed with great enthusiasm at Budgam, Ganderbal, Baramulla, Bandipora, Kupwara and Kulgam districts of Kashmir division.

On the occasion, the respective District Administrations organised grievance redressal camps besides other related events at Block Headquarters and at different locations of the district to listen to the public issues, grievances and raise awareness on various Centrally Sponsored Schemes meant for welfare of youth, farmers and others.

The visiting officers besides assessing the progress of developmental works being executed in different sectors also ensured deliverance of services to the masses at their door steps to strengthen grassroots level democracy.

At Budgam: The District Development Commissioner (DDC) Budgam, Shahbaz Ahmed Mirza today convened a public outreach cum interaction programme at Town Hall Magam, here.

People hailing from different areas of Magam Tehsil attended the darbar and put forth their issues relating to drinking water supply, improvement of roads and power supply, beautification of Magam town, Macadamisation of interior roads of Magam town etc.

During the interaction, people belonging to Magam town also raised some issues against the concerned municipal committee before the DDC mainly relating to the work culture of the concerned Municipal Committee.

Taking strong note of the issues and complaints against the concerned Municipal Committee, the DDC showed his dissatisfaction and instructed all concerned to work with full passion and dedication.

The DDC on spot directed SDM Beerwah to conduct immediate enquiry of all issues in the concerned municipal committee forthwith. Pending inquiry, DDC also directed to stop salary of all employees including Executive Officer, excluding Sweepers.

The DDC also ordered on spot suspension of one senior employee of the concerned Municipal Committee for his tardy and negligent approach in dealing and disposing his assignments.

Relating to demands and Grievances put forth during the interaction the DDC assured all deputations and individuals that whatever issues demands they have put forth and registered will be seriously taken note of, however many issues of urgent category were addressed on spot.

The DDC further added that District Administration is ensuring that public outreach programme shall prove fruitful and progressive initiative for the upcoming period.

The day long programme was also attended by CMO, all Ex. Engineers, Tehsildar Magam, and Beerwah and others concerned.

Similar programmes under Block Diwas initiative were also held at SDM office Khansahab, and SDM Office Chadoora and DC Office Budgam.

At Ganderbal: The weekly Block Diwas was held today at Ganderbal, Lar and Kangan blocks besides other places of the district.

On the occasion, senior officers from the district administration listened to the issues, grievances and demands of the general public.

The Block Diwas witnessed huge participation of locals and PRIs of the district who apprised the designated officers about grievances and developmental needs in their respective areas.

The Officers/Officials of all line departments were present during these block diwas proceedings and remained busy in registering the demands and grievances of the locals with an aim to ensure redressal of grievances in minimum possible time.

Meanwhile, a mega event was held in Kangan Sub-Division, where SDM Kangan, Hakeem Tanveer chaired the block Diwas proceedings. He while interacting with locals said that the main aim and objective of this programme is to take a firsthand appraisal of all issues on spot and to ensure timely and quality disposal of the same.

Locals put forth their issues relating to problems particularly development of roads, augmentation of drinking water supply and electricity, better health care facilities and other issues of public importance.

The Officers assured the locals and PRIs of quality disposal of genuine issues in a time bound manner besides several issues of urgent nature were redressed on spot as per the competence of concerned departments.

At Baramulla: The Deputy Commissioner Baramulla Bhupinder Kumar today held a day long public grievance redressal camp as part of weekly Block Diwas initiative at Govt Higher Secondary School Dangiwacha, Rafiabad.

The camp witnessed the participation of different stakeholders including PRIs, civil society members, among other prominent citizens from Dangiwacha and its adjoining areas.

On the occasion, the concerned stakeholders highlighted various grievances and demands meant for the overall welfare of the area.

The demands which were raised at the event include construction of road from Pazalpora to Dangiwacha, completion of Sub district hospital Dangiwacha, construction of court complex at Dangiwacha among other demands of vital public importance.

The DC gave a patient hearing to all the demands and grievances of the public and assured that all their issues shall be taken with the concerned authorities. He also issued on spot directions to some officers to redress some of these grievances in a time bound manner.

Meanwhile, the students of the said higher secondary presented some colourful cultural items which evoked quite applause from the audience.

The DC appreciated the students for their performance and announced a full band of musical instruments for the institute.

Later, the DC distributed some domicile certificates, income certificates, category certificates and other important documents among the beneficiaries.

At Bandipora: Continuing with  Block Divas  initiatives of  Lieutenant Governor Administration,  special public grievance redressal camps were held across Bandipora district on Wednesday to get the first hand appraisal of the  issues faced by the public.

The public interaction programme witnessed huge participation of locals who were enthusiastic about presenting the issues of the area before the District administration teams.

Additional District Development Commissioner (ADDC) Bandipora, Ali Afsar Khan attended the Public Darbar of Aloosa Block and gave patient hearing to all issues put forth by the public and took spot decisions for speedy action.

Besides Vice Chairpersons and Block Development Chairperson, other members of Panchayat Raj Institutions, Joint Director Planning Imtiyaz Ahmad, ACD Bandipora, CEO Javid Iqbal BDO Aloosa Bashir Ahmad and other senior officers of the district were present on the occasion.

Apart from other issues people stressed on the availability of pure drinking water and ration, availability of subject teachers in schools, Solid Waste Management in Panchayats, renovation of water bodies, macadamization of roads and filling of potholes.

Responding to the grievances and issues flagged during the Block Diwas, ADDC directed the Ex. Engineer PMGSY and Ex. Engineer PDD Bandipora to furnish the details of the works being executed by the departments and contractors involved for construction of road and laying of power network along with full scheme details.

He called for identification of landfill sites in each block and Panchayat by BDOs in consultation with the Revenue Department.

The ADDC also called for adopting zero tolerance against encroachment of water bodies and instructed revenue and Irrigation and Flood Control Deptt to ensure removal of encroachments.

Sub-Divisional Magistrate Sumbal Dr Bashir Ahmad Lone and Sub-Divisional Magistrate Gurez, Dr Mudasir Ahmad Ahmad Lone also attended the Block Diwas at their respective headquarters where they heard the public grievances.

At Kupwara: In Continuation of weekly Block Divas Programme, District Administration Kupwara today organized four Mega Block Divas programmes at Trehgam, Hindwanpora Handwara, Wavoora Lolab and Dringla Karnah, besides, at other block headquarters in the district.

The main function was held at Trehgam which was chaired by District Development Commissioner (DDC), Kupwara, Imam Din. The BDC Chairperson, Mohammad Abdullah Mir, Tehsildar Trehgam, BDO, officers, PRIs and a large number of people participated in the Mega Block Divas.

In his address, the DDC stressed upon the officers to work with honesty and utmost dedication for the time-bound delivery of public services. He asked the PRIs to go through various legislations especially Panchayati Raj Act to know about the procedure of development of their respective areas.

He also highlighted the importance of Public Service Guarantee Act and asked the people to familiarize themselves about the Act for getting timely benefits.

The DDC also asked the people to go through the ‘Maloomat App’ and official website of the District Administration Kupwara which provides detailed information about all government schemes.

The BDC Chairperson, Mohammad Abdullah Mir also spoke on the occasion and apprised the DDC about the developmental issues of Block Trehgam. He put forth various demands of the area including up-gradation of local NTPHC, Girls Higher Secondary School, Receiving Station Trehgam and augmentation of water supply schemes etc.

On the occasion, the DDC and BDC Chairperson provided two Oxygen Concentrators to NTPHC Trehgam.

Other participants including senior citizens and PRIs also spoke at the Block Divas and briefed the DDC about the problems and issues of the area.

Earlier, the DDC also inaugurated a Car Parking facility at BDO Office Trehgam constructed at a cost of Rs.2.27 lakh. He also kick-started plantation drive in the BDO office premises by planting pine trees.

The DDC on the way to Trehgam inspected Girls Higher Secondary School Trehgam and Government Middle School Bunpora. On the occasion, the DDC urged upon the teachers and students to strictly follow the COVID-19 SOPs by using masks, sanitizers and maintaining social distancing.

He stressed upon the teachers to devise proper lesson plans to ensure effective teaching-learning process besides, deliver special lessons about ill effects of drugs in the society.

Mega Block Divas was also held at Hindwanpora Handwara, where among others, BDC Chairperson, Bashir Ahmad Mir projected the demands of the area. Mega Block Divas was also held at Wavoora Lolab which was chaired by SDM Lolab, Aijaz Ahmad.

The same function was held at Dringla Karnah in which Tehsildar, Mushtaq Ahmad Khan and officers from sub divisional administration and PRIs participated in the function.

At Kulgam: The District Administration Kulgam today organised Mega Block Diwas at 3 blocks viz. Devsar, Kulgam and D.H.Pora blocks of the district to take appraisal of the public issues, grievances and demands.

Officers and officials from line departments listened to issues, grievances and demand of the people for timely redressal at all the three venues.

Meanwhile, to take first hand appraisal of public grievances and demands, block divas were also held at block complex Kulgam and  the programme was presided over by District Development Council Chairperson, Mohammad Afzal along with other DDC members.

ADC, Kulgam Showkat Ahmad Rather along with other officers also remained available for redressal of grievances and issues of public at block complex Kulgam.

On the occasion, the public in large numbers apprised the DDC Chairperson of their issues and grievances, he after giving a patient hearing assured of taking all of their issues with the concerned for timely redressal.

Present on the occasion were Tehsildar, BMO, BDOs, and other officers.
