Day 3: ‘Back to Village’ prog witnesses massive public participation across Kashmir
SRINAGAR, JUNE 22: Under the phase-second of the ongoing ‘Back to Village’ public outreach programme, a number of Gram Sabhas, and awareness camps were held across Kashmir districts to assess the development needs of people and take their feedback for socio-economic transformation of rural areas.
In Kupwara, the outreach programme reached 128 Panchayat Halqas of the district where several public utilities were dedicated to the people.
Deputy Commissioner Anshul Garg visited several Panchayat Halqas where he laid stress on formation of Social Audit Committees to improve deliverance of public services to the people.
The DC visited several panchayat halqas including Zirhama Check-B, Bohipora and other far-flung halqas of the district.
In Baramulla, on the third day of the programme, awareness camps and Gram Sabhas were held in various Panchayat halqas of the district which saw enthusiastic participation of locals.
On the occasion, various development works were started and interactive programmes were held by visiting officers to listen to issues and problems faced by the people. They also documented their demands and aspirations for further course of action.
In Nadihal Block, public interactions were done at various Panchayat halqas including Achabal A, Dobgah B, Nadihal B, Venkari, Budmulla, Bonner A and Bonner B.
The interactions at Logripora and Yembarzalwari at Tujjer Sharief Block also witnessed huge participation of people.
At Dobgah B in Nadihal Block, under the programme, foundation for the construction of water filtration plant was laid.
The interaction programmes were also held in other areas of North Kashmir areas during which the visiting officers documented the demands and issues of the general public and informed the people of various welfare schemes of the government.
Continuing with its efforts of reaching out to people at their doorsteps with the slogan of good governance under ‘Back to the Village’ programme, the third day of the programme witnessed massive public participation at various places in Central Kashmir, as people flocked to officials for the redressal of various issues.
IN SRINAGAR, public meetings and field visits by designated Gazetted officers were held in six Panchayat halqas of Nowgam-B of Srinagar block, Panzinara-B of Qamarwari block, Khonmoh-B and Balhama-B of Khonmoh block, and Dara-B and Syedpora of Harwan block.
A range of specific grievances and developmental requirements of these areas were brought to fore during the interactive sessions and Gram Sabhas. Inadequate drainage and irrigation, lack of appropriate health and educational facilities, dilapidated distribution system of electricity and water supply were the main issues highlighted by the locals during the interactions.
IN BUDGAM, 16 Panchayats in Sursyar, 11 in Parnewa, 10 each in Sukhnag, Narbal and B.K Pora, 9 In S.K Pora and 8 in Weterhail were covered during the third day of Back to Village programme.
The day marked the inauguration of several developmental projects under different schemes including Rural Development Department schemes across 74 Gram Panchayats of seven CD Blocks of the district. Other prominent activities of the day included distribution of 74 sports kits among 74 schools of these seven blocks. These sports kits comprising of volley ball, football equipments were distributed in presence of district administration officers and designated Gazetted officers and public.
Out of total 300 sports kits to be distributed during the programme, around 150 have been distributed till 22 June. 200 dustbin sets of green, red, blue were also distributed among the schools of these seven blocks.
IN GANDERBAL, the designated officers covered the several Panchayat Halqas which included Kaw Bagh, Darend, Kujar, Nagbal, Malshahi Bagh, Nunar and Shuhama.
At Halqa Malshahi Bagh, Deputy Director Social Welfare, Nighat Alam while interacting with the locals said that one of the objectives of this program is to create awareness among the masses about the government and its programme.
At Halqa Kaw Bagh, ICDS CDPO Kangan, Rubina Hameed educated the people about the objective and benefits of this flagship programme. At Shuhama, a cricket match was organized to inculcate the value of sports among young.
At Nagbal, people appreciated the programme and said that it is for the first time that government is coming to their doorstep for listening and addressing their grievances. The designated officer assured them that a time bound resolution to their demands and issues would be carried out.
On the third-day of week-long ‘Back to Village’ programme, South Kashmir districts of Kulgam, Shopian, Anantnag and Pulwama remained abuzz with a host of activities under the ambitious outreach initiative of the State Government aimed to take governance to the doorsteps of the people.
IN KULGAM, under second phase-II of the programme, nearly 67 Panchayat halqas were covered by the visiting officers. At Khargund, Secretary GAD, Dr Farooq A Lone, sought feedback from the people on many developmental issues and listened to their grievances.
During the interactions and Gram Sabhas, the Secretary urged the people to come forward and provide their suggestions to help devise a policy document on equitable development of panchayat halqas in accordance with the aspirations and demands of the people.
At Ashmuji-A halqa of the district, Director Sericulture, Riyaz Ahmad, took stock of the facilities available in the area. People raised concerns regarding the slow pace of work in their area and also highlighted the issues regarding electricity, water, healthcare and roads.
Other visiting officials held scores of Gram Sabhas and informed people about the centrally sponsored and state-run schemes for the welfare of the general public.
Pertinently, Deputy Commissioner Dr Shamim Ahmad Wani is himself monitoring the programme with several other senior officials to ensure its cent percent implementation on the ground.
IN SHOPIAN, designated Gazetted officers held interactive sessions in 33 Gram Panchayats of 8 blocks of the district Shopian including
Tengwani, Reshinagri, Sedow-A, Sedow-B, Keller, Watchi and Moshwarda.
Commissioner SMC Khurshid Ahmad Sanai inspected various developmental works at Tengwani Tukroo where he interacted with the members of PRIs and prominent citizens and was apprised with the problems and issues faced by the locals.
People were also educated about the objective of programme and various centre and state sponsored schemes. Officers from concerned line departments also accompanied the visiting officers for compiling the reports of grievances.
AT PULWAMA, the second phase witnessed the holding of public interactions, inspections and awareness programmes by designated gazetted officers in which hundreds of locals particularly youth participated.
The visiting officers organized Gram Sabhas in panchayat halqas of Kachkhoot, chursoo, Hari,Kaigam, Diver, Qazigund, Kuchmulla, Okh, Kakapora(B), Gundipora, Pinglish and other areas.
During these interaction programmes, locals raised issues related to water scarcity, irrigation facilities, health and implementation of old age pension scheme.
The officers also visited schools and Aganwadi centers to get the first-hand appraisal of the facilities available there for children.
AT ANANTNAG, the second phase of the programme commenced in 60 Panchayat Halqas of three blocks of Achabal, Shangus and Chittergul areas of the district during which visiting officers went to their respective Halqas and to listen to grievances and suggestions of people with regard to the development of basic infrastructure and amenities in the villages.
Special Secretary to Chief Secretary Arshid Ayoub visited Kadpora village and interacted with the participants and heard the problems and demands of the people. ACD Anantnag Mohammad Aslam, BMO Achabal Dr. Arshid and officers from concerned Departments were also present.
Visiting officer for Akingam Halqa-B VC Srinagar Development Authority and LAWDA Sajad Hussain Ganie during his visit to the area conducted Gram Sabha and listened to the grievances of the people.
The visiting officers also inspected various government institutions, schools, health centres, banks, under execution works and other village Panchayats.
