Seeks info about advisors, consultants hired during PDP-BJP regime

Srinagar, Jul 06: Government on Friday ordered the cancellation of attachments of all the its employees for the ‘smooth functioning of administration.’

An order issued here by the General Administration Department (GAD) said: “With a view to ensuring smooth functioning of various departments/offices, the instructions are hereby issued for compliance by all concerned.”

The GAD order said the employees presently on attachment with their respective or other departments/offices shall be repatriated to their parent department/organization with immediate effect.

“Any official who fails to join his parent department/organization, his salary shall be stopped from the month of July 2018 by the concerned Drawing & Disbursing Officer (DDO), failing which the concerned DDO will be held responsible,” the order read.

The order further said that in cases where continuation of an employee on attachment is warranted under exceptional circumstances, the department concerned shall process his/her case for approval of the concerned advisor for extension in his/her period of attachment which shall not exceed more than six months.

“The concerned Administrative Secretary while certifying compliance of the above directions shall submit a report in this regard to the General Administration Department by 16.07.2018,” the order added.

Meanwhile, government on Friday sought information regarding the engagements of advisors and consultants in various departments during previous Mehbooba-led PDP-BJP government.

In an order issued here by the General Administration Department (GAD), the government asked the administrative secretaries to furnish the details of Advisors/Consultants engaged in various departments during the previous government.

“While certain departments have submitted the details, the others have not responded so far,” the GAD order said.

The matter has been considered by the State Administrative Council in its meeting held on July 04, the order said.

“Based on the decision taken, the undersigned is directed to request the Administrative Secretaries to review the engagements of Advisors/Consultants in their Departments based on their merit/performance and submit all cases to the concerned Advisor by 06-07-2018 for a decision on continuation or termination of his/her engagement,” it said.

The order also asked the advisors to decide the cases by July 09.

The GAD should be apprised of the action taken by the Administrative departments by July 09, 5.00 PM positively, it said.

“The matter will be discussed, thereafter, in the State Administrative Council Meeting on July 11,” the GAD order added.
